Let me clarify: They can bake a query into the ROM, i.e. have an MDM or a modified system app check the API. Most likely there is also a local cache of blocked numbers that it checks first, and would be a fallback when the device is offline. However, the filter is seemingly pointless if it does not have at least an intermittent internet connection that it can utilize for updates. That means that if is useless for someone who has a calling only plan, etc. There must be contact with the server and it is not possible to deploy a fully self sufficient solution.

I actually thought of that. But that would require a lot of work to set up properly. Think of ack, duplicates, querying, etc. What if a client device missed a message vechulu. Its possible, but unwieldy.

On tag protects website it says that the phones will need data to receive continuous updates
What if the version upgrade adds 100s of numbers? Or was unused for a couple months (someone was in camp)? What if it is being used in a different country?

TAG does have 2 options, full list and API for each phone number. in general they no longer give out the full list.
Vaad Hakehilos does have an API that they provide that gives you access to the full list.

Is TAG charging $20 per customer per month for TAG protect!?!? that sounds like much, when they are just maintaining a list.
go to vaad hekehillos they gave it to me for free as long as i provide it to others for free and a whole bunch of other rules.
thy gave me the api but i had to implement it in my rom and make an app auto update the list

that i wouldnt give it out to the public and i would implement it in in my rom in a way that wouldnt be visible to the user and i wouldnt charge for blocking ai for people etc…
