Because many people want to freely install apps for various reasons. And generally, the website url is not virusscam.com so its not necessarily easy for people to know what’s legitimate and what’s not. And people who are not so savvy don’t know to check APK permissions and stuff.

Which phones do these new apk changes affect?

Nothing yet. Will affect any device certified by Google (though I think this means any device with play services) . Don’t know how it will be implemented. I’m hoping through play store.
