How hard and how expensive would it be to build a cheap Phone motherboard / software that doesn’t run on Android neccesarily that works in the US and just has Calling Texting without Picture Text and a Camera and Gallery and Notification Settings?
Something that can just be put into a $5 Phone from China and be sold for Under $50 as something cheap.

I was asking about the software, Something that is not even running on Android and starts of as just 5 apps Turns on very fast and is small but doesn’t have any way to break through and blocked fastboot

No use making your own, just customize firmware with manufacturer.

There are low end 4G non Android or ChaOs phones, many which are dirt cheap.
There’s nothing 5G, 5G is too resource intensive for such low end devices.
4G is on the decline, and will only be going downhill, so it’s you’re call if it’s worth it to invest in 4G phones.
You have in Israel the Escolls, Qlyxת First Phone etc which are cheap Chinese phones.
You can customize the hardware and software for this need, but it will cost you more than 15.
Even the dumbest phone needs some chip which costs more. A lower-end chipset won’t handel more than 200 messages.
