Well, I am pleased to announce the official native hotspot qs tile solution. 
Like many things on these forums, the credit for the heavy lifting goes to @ars18 , (who is clearly much more skilled at prompting Claude than the rest of us 
) . This IS NOT a magisk module. Nor is it a โsystem-lessโ solution. Unzip the zip and run Install.bat. It will replace two apks in your system by writing them directly to your system partition. Upon completion, your device will reboot. When it turns back on, you should be able to add the hotspot tile to the QS tile bar.
Important: This fix is specifically for the 6.1.3 ROM.
