I don’t want to discourage you, but unless you can figure out how to block MTK Client from communicating with the device, its a brocha levatala. You kosher ROM can easily be replaced by the zulas. However, if your problem is that your current G - Apps must be updated, then even if you replace them with up to date G - Apps, at a later date, they too will be out of date. You will have to allow them to update while managing the “hiding” of the playstore. Interestingly, the HIT K1 QWERTY is an example of a device that actually does what you are trying to do. It “hides” the playstore while maintaining a full G apps stack. However, even that device displays notifications while apps are updating. Ultimately, you will have to strike the correct balance between capabilities and kashrus. You can’t have it both ways.

How about an upvote / downvote system. That’s how stack overflow pushes irrelevant posts out of your face. Although I’m not sure exactly how to implement that in a discussion thread. Maybe strengthen the trust system and show levels next to the avatar with each post, along with a upvote/downvote count. posts with enough downvotes should be faded, and users who rack up enough downvotes should be curtailed. this is not about supressing free speech - they are welcome to post elsewhere. Its about curtailing the proliferation of slop and clutter.
