Didn’t want to use the root app, so I put the xml in /data/system/ifw and applied correct permissions and ownership.
Didn’t not work, and I assumed selinux was the issue.
Soooo, since I was lazy, I asked chatgpt to create a stupid simple magisk module with that xml list for testing.

It works. I’m on Android 16, but apparently this has been around since 4.4.2. Like I said, launcher icon and settings appearance does not go away, but you can probably approach that from a different angle (removing icon or custom launcher for home screen, settings I have no idea).
