EDIT: It appears to be the new one. why dont i see a device admin and i have adb access
the new one has adb accses just you can use adb install or pm install and most if not all pm commands fail. i havent been able to find a device admin on mine either so dont know. but you most definetly have a new qin v3 based on the s/n (chekc the charger port if it is orange)

it worked for me - did you flash the 3.0.2 rom i posted in that thread. maybe the boot images are different than the stock one.

when you put an sim card in it wont register with any tower. but it could be they made it intentionally like that as @william said so maybe we can reverse it
